Pass Block and Disturbing Presence :?:

After reading the Skill Descriptions of Pass Block and Disturbing Presence I have a question:

Could one use pass block with Disturbing Presence to move a player close enought to cause a -1 modifier even though they are not in a position to intercept or in the TZ of the thrower or catcher?

I think the answer to this is no based on the skill descriptions, but it could be argued otherwise, I just want to see what everyone thinks.
Pass Block (General)
A player with this skill is allowed to move up to three squares when the
opposing coach announces that one of his players is going to pass the
ball or a bomb. This move is made out of sequence, after the range has
been measured, but before any interception attempts have been made.
The coach declares the full route that the player will take and this route
must finish with the player in a legal Pass Block square. A legal Pass
Block square puts the player in a position to attempt an interception, in
the empty square that is the target of the pass, or with the thrower or
catcher in one of his tackle zones. The player may not stop from moving
along this exact route this turn unless he has reached the final square,
has been held fast by Tentacles, has been Knocked Down, or has
reached another legal Pass Block square on the route. The opposing
coach is not allowed to change his mind about passing after the player
with this skill has made his move. The special move is free, and in no
way affects the player’s ability to move in the following turn. Apart from
this, however, the move is made using all of the normal rules and skills
and the player does have to dodge in order to leave opposing players’
tackle zones.

Disturbing Presence (Mutation)
This player's presence is very disturbing, whether it is caused by a
massive cloud of flies, sprays of soporific musk, an aura of random
chaos or intense cold, or a pheromone that causes fear and panic.
Regardless of the nature of this mutation, any player must subtract 1
from the D6 when they pass, intercept or catch for each opposing player
with Disturbing Presence that is within three squares of them, even if the
Disturbing Presence player is Prone or Stunned.

I think the answer is pretty clear. Since the usage of Disturbing Presence isn't specified in the Pass Block description, it is not possible.

A legal Pass Block square puts the player in a position to attempt an interception, in the empty square that is the target of the pass, or with the thrower or catcher in one of his tackle zones.
If your 3 extra MA doesn't fulfill any of these critera, then you can't Pass Block.
Of course, there's nothing stopping you from plotting a route to a valid square that you're sure you'll fail (say dodging into 3 TZ), as aslong as you're prone/stunned within 3 you can inflit the -1. Wheter you'd want to risk the AV roll is up to you.

What are we arguing here? Whether or not DP works with PB? If so, or course it works! You move a DP player within 3 squares of either the Thrower or Receiver, then the DP takes effect. I don't get the controversy. :?:

no other way around. Could I use Pass Block to move close enough to cause DP even if I couldn't get in position to intercept or touch the reciever or thrower.

Applying the rules i would say no. As mentioned above by Meradanis and Darkson.

Applying comon sence i would say no, that way DP would have an effective range of 6 Squares all around. Making it way to powerfull i.m.o.

sorry didn't mean to make it a question again. I agree fully with the answer given ( I tried to convince a freind of this an he wanted a ruling from TBB). That is why this is a thread and it now can be closed for all intensive purposes.

Similar question:

I have a character with pass block and disturbing presence. I move that character into a legal pass block within the tackle zones of the catcher(or thrower doesn't matter).

Does that catcher(thrower) get -2 to the catch/pass attempt since they are -1 for enemy tackle zone and -1 for disturbing presence?
