The failed pick-up causes the action to immediately end. This is when Blood Lust then kicks in, so the Vamp can feed. Turnovers do not immediately end the player's turn as non-optional incidents still occur. The examples given in the Turnover rules are Armour/Injury rolls and bouncing ball but I suspect Blood Lust would be in the same category.

I agree. But the answer is opposite.

That's because your first quote is from 7 years ago and a different rule set.
