Pass Block and Shadowing

Pass Block and Shadowing

I was looking at the Rules Clarifications on the NAF site.

Why Shadowing cannot be used during Pass Block?

After reading both skill descriptions, I think I have an idea.
Here are two excerpts from the descriptions:
Excerpt from Pass Block wrote:The special move is free, and in no way affects the player’s ability to move in a subsequent Action.
Excerpt from Shadowing wrote:The player may use this skill when a player performing an Action on the opposing team moves out of any of his tackle zones for any reason.
So I'd say, using Pass Block is not an Action. You may make a move Action right after using Pass Block. If this was an Action, you'd have a player with two Actions in one turn. Shadowing strictly says a player taking an Action, so no Shadowing on Pass Block.

+1 Pass Block is not an Action and Shadowing only triggers from Actions.

The reason being that if a dump-off player also had shadowing and a opponent used 'pass block' next to the dump-off-ing guy, than is whole 'block' (blitz) on the dump-off player would become all screwy. So only actions for shadowing.

The move is made using normal rules. Normaly, the move is an action so for me you can use Shadowing.

You can't, be Pass Block isn't an Action.
The list of Actions is on P.7 of the CRP, and Pass Block is not listed.
