Price tag tournament rules

I am developing some tournament rules that are meant to put rarely used skills, combos and races in to play in a competitive tournament environment.

Here is a blueprint of the rules. I would love some feedback on this. Are new teams made playable? Which? Are any teams broken? Are any skills or skill combos no-brainer picks?

Price tag rules 3.0
-Competition rules pact
-no progression
-resurrection
-1.100k for buying the team
-120k for buying skills at the costs listed below

-The prices of any tables are double the list prices.
-* Double cost if stacked with anything

All skills are to be listed on the roster before the tournament starts.

Price 15.000
-Pro, Fend, Pass block, KoR, Shadowing, Sure hands
-Catch, Sure feet, Sneaky git, Diving catch, leap
-Accurate, Pass, Safe throw, Hail mary pass, Dump off
-Grab, Thick skull, Strong arm, Multiple block
-Disturbing presence, Extra arms, Foul appearance, two heads, Big hand, Very long legs


20.000 *
-Dirty player, Tackle, Dauntless, Kick
-Jump up, sprint, Side step, Diving tackle
-Nerves of steel, Leader
-Juggernaut, Piling on, Stand firm
-Horns, Prehensile tail, Tentacles

25.000 *
-Frenzy, Strip ball, wrestle
-Break tackle, Mighty blow

30.000 *
-Block
-Dodge
-Guard
-Claw
