Maybe some actual Blood Bowl? Not a full scheduled tournament, but maybe something like a gaming section where you can show up when you feel like it, get matched with a random opponent, and play an NAF ranked game? Maybe even with a library of teams people can borrow to help people get to 24 :)

Oh, and for the kids, make a pinata of a player, and let them swing a chainsaw at it!
(this might be a colossally stupid idea but don't tell me you wouldn't want to give it a try!)

And some Blood Bowl themed lawn games ... cornhole with spiked bean bags, or whack-a-fling, or paint up a weeble wobble like an elf.

I was thinking a 7s tournament too, I went to a brilliant one with a draft system. Plus Deathball, 3-aside, streetball, beachball...

Tell me more about this 7's tournament with a draft system. We have a yearly 7's tournament down here and it sounds like something that could potentially be incorporated into our tournament.

Olaf, we do a half-yearly 7s event in Melbourne with a draft. Everybody has to bring 5 linemen (the race has changed occasionally but usually human) they then add 4 other players to this from a draft pool. The pool usually has enough players for the number of coaches+1 (so some remain undrafted). The pool only ever has one of each player type, and we mix up what players are available each time. They range all the way from Big Guys to Stunties. We also include skill packs of varying levels (40k-100k) which each player has to draft one from as well. We randomly decide draft order, and after everybody round we reverse the order for the next round of picks.

We usually theme each event so there are often extra rules involved. If you want more details, PM me on Ausbowl with your email and I can try and fish out some players packs for you.

I think you need to decide what the ultimate aim is.

If you are trying to encourage new players then:
One day
Have it as a coaching event - buddy each new player with a veteran who can offer advice (and rules) as you play.
Shops and displays - the more great teams and stadiums on display will appeal to people's imagination
Painting centre - presumably this is always popular, especially during post-game waits.
Family friendly - need somewhere (preferably not blood bowl related) for partners and parents to chill out so that they can come along and be part of the experience without having to play.
The other suggestions you mentioned like 7s, Streetball etc would fit perfectly into this format.
Random spot prizes.

If you just want a fun bloodbowl event then:
Weekend
Should still be competitive tournament
Plenty of fun and games (like Thrudball, and someone posted above with good outside game suggestions). A sports club is a great location as it should have plenty of green space around, with space and entertainment inside.
BBQ and bar
Evening entertainment available for all
Cheap nearby accommodation

More the former. Thrudball has fun stuff happening, but is still very much about six competitive games of bb.

Would it be better to consider a NAF/Blood Bowl presence as part of a larger event? For example, the UK Games Expo which runs annually in Birmingham.
That would provide plenty of other activities for non-BB family to be entertained by as well as bringing in several thousand games folk that the NAF will have the opportunity to demo to.

Absolutely!

The problem with Spiel in Essen is, it's kind of like a flea market.
You sure have new games presented, no doubt. But the booths were you' can't buy stuff can be counted on two hands.
Most companies try to compensate costs by selling their products and I've even seen Kaufhof, a common store in germany, having a booth on this fair.
Why? Sales, sales, sales!

I've been doing RPC in Cologne and Spiel in Essen for many years with Ulisses Spiele, a rather well known publisher and distributor of games here.
The booths in Essen are not what you might call cheap and to have enough room for games played might cost an arm and a leg.
So as long as you don't have anything to sell to compensate this...
Even GW stopped coming to Essen a fair few years ago. (And I haven't seen them in Cologne either, but the RPC is a role playing convention anyway.)

As much as I would like to see the NAF doing something, I'd say it's pretty unlikely that Essen is the place of choice.
Sure, the Spiel is pretty big and does have a lot of visitors, even international.
I just don't see the NAF holding a 4 day Blood Bowl convention (thursday to sunday) there, not like Mike seems to plan it, with games played.

The perfect venue would be some tiny, local soccer field. The kind where youth teams play games. Just about every town in every country has a place like that.

The 22 most athletic (okay, these are Blood Bowl coaches we're talking about ... so "the 22 most enthusiastic") people can play actual Blood Bowl. (Please no chainsaws though).

You need a few picnic tables or a beer garden or something next to the field, for tabletop games and painting and whatever. But that's pretty common too.
