No idea if it's one of their standard rules or a "on the spot" thing, but at one GW event I reffed at someone had two teams nominated(one he was using, one he lent to a mate) and was asked to choose which one he would enter.

Another interesting point Dan brought up in the earlier discussion was how much you'd have to change the rules of Blood Bowl before it becomes a different game? Most tournaments have house rules so are not 100% vanilla, as do many leagues but we'd still call them Blood Bowl.
At Southern Shrike Bowl, the tournament I run, the rule is that you or someone who is playing in the tournament has to have painted the team in order to enter it into the Best Painted competition. So if a player has painted 3 teams, one he is playing and two other teams he has lent out to other players, he can enter all 3 in the painting comp. The winner would be the player that painted the team, not the one who happened to be playing it at the tournament.

In fact, one year a player finished in 1st and 3rd in the Best Painted comp.

The only other restriction is a team that has won a Best Painted at Southern Shrike Bowl previously cannot be entered into the Best Painted competition again. This only applies to those teams that have won Best Painted. If you placed 2nd in Best Painted, you can enter that team again in future years.
