It's the replacement for the old GW-run Specialist Games forum (which they closed down).
Once upon a time it was GW had forums for most of the Specialist Games, and the Vault (the playtest are for the rules that became LRB5) lived on the BB one.
Then they merged the forums, and the BB area was still quite active.
Then they closed it, but gave permission for Cybershadow, who owned the most active BFG forum, to host the unofficial "official" SG forum.

Unfortunately, a delay in them passing over the data pretty much killed them completely (which I didn't know back in 2009 in the OP).
