Sounds easy, and I've got loads of old brushes... I've been looking for snow scatter in the local DIY shops, but all they had was white sawdust (yuck!), tiny bits of broken glass (those are as big as real life snow flakes ) and snow in a spray can (that would be a great alternative to varnish... )

Thermoplastic microbeads, isn't that the stuff you dry chemicals with!? Like getting ethanol over the 96% barrier... I might confuse it with some other words that resemles it.
I think GW US (Black Gobbo) mixed the stuff with watered down PVA and got some similar results.
