My Search Fu is not working well. The only thread I seen about this didn't answer the question.

Can a prone player with pass block in the path of the pass, use the 3 movement by Pass Block to stand up.

Second, if the prone player has Jump Up and Pass Block, could he stand up and move 3 square with Pass Block.

Nope. Though both ideas make for a useful houserule buff to pass block.
You can only stand up at the beginning of an action, and while pass block let's you move around, it's not an actual action.
