ddark says that someone asked what skills can be used whilst stunned and the list of Extraordinary skills were pointed out. And that included Hyno Gaze.
ddark says it was questioned and Galak has apparently stated you can use HG whilst stunned.
I agree that Extraordinary skills can be used whilst stunned, but I am having to disagree on this one (until such time as I am proved wrong).
My bold. That is very clear. You can only use HG as part of a Move Action.Hypnotic Gaze (Extraordinary)
The player has a powerful telepathic ability that he can use to stun an
opponent into immobility. The player may use hypnotic gaze at the end of
his Move Action on one opposing player who is in an adjacent square.
Make an Agility roll for the player with hypnotic gaze, with a -1 modifier
for each opposing tackle zone on the player with hypnotic gaze other
than the victim's. If the Agility roll is successful, then the opposing player
loses his tackle zones and may not catch, intercept or pass the ball,
assist another player on a block or foul, or move voluntarily until the start
of his next Action or the drive ends. If the roll fails, then the hypnotic gaze
has no effect.
Nowhere in that box about becoming Stunned does it say a player can take an action. All they can do is be turned face up at the end of the turn. Ergo as the player cannot take a Move Action, they cannot use Hypnotic Gaze.INJURY TABLE

As mentioned this was given to me third hand, I haven't seen the debate. So it may be that ddark as misinterpreted (or mis-quoted when telling me) the info given on that site. If that is the case, then there is no debate. However...
