Ball & Chain vs Stand Firm and Fend

Ball & Chain vs Stand Firm and Fend

Hello,

Players 'blocked' by a B&C can use Stand Firm and Fend or not ?

Because :
B&C: " The player must follow up if he will push back another player"
Fend: "Opposing players may not follow-up blocks made against this player even if the Fend player is Knocked Down."
Stand Firm : "A player with this skill may choose to not be pushed back as the result of a block."

As B&C only use move action, when he trhows block dices against Stand Firm/Fend player, is it consider as a 'block action' for those skills ?
If yes, Stand firm is working (he is not pushed back, so B&C has not to follow up) but what about fend ? B&C has to but he is not allowed to follow up ?

As I get different answers, I try here :)

The skills don't require a Block Action, just a block. Therefore they work.

With Fend he must follow up if he will push back. Fend means he will not push back, therefore he does not follow up.

Do you mean Stand Firm here, rather than Fend? I'd agree that Stand Firm works as normal versus B&C, no push-back and so no follow-up.
Fend is a bit more tricky but inclined to say that it works as normal too. I'd read the B&C rules as "The player must follow up (if able) if he will push back another player" so he is obliged to follow-up where he has the option. Effectively the same as Frenzy.

with the exception that he keeps moving and may encounter the same player (randomly) again
