"Round the Clock Training"
TIMING
Play this card instead of using a team reroll
EFFECT
You can reroll the dice as though you spent a team reroll. Once the action has been resolved roll a d6. on 1-4 this card is discarded. 5-6 keep this card and may use it again.
Must you have a unused team reroll to use the benefits of this card (considering the timing says "play this card instead of using a team reroll)

I would say no. It is intended to be used in the same way as a TRR but don't see why you should need one to use it. It makes equal sense to say "I have no TRRs left, so I will use this instead".
Just my interpretation though, nothing to back it up.

When used on a player, that failed an action and that has the Loner skill, must the standard 4+ be rolled before the reroll?
