Also: he won't get to ST7 without going to ST6 first

During the opponents turns this does nothing for the Troll. As I see their major role is to be a ST5 Guard, SF Road block, Block fits best this role as it keeps the guard up to protect the other players in the line.
So as boring it may sound: block is the most solid pick because it impacts the game more.
The best way to avoid Stupidity? Just don't activate the Troll if you can't afford to have it go stupid.
