OBBLM - Insert a box with preset messages

I run a league in my hometown and we have our own OBBLM site hosted by mercuryvps.com (http://tbbl.obblm.com). I would like to insert a box in the front page that would show a different message everytime you load the site, like the small messages that appear at the top right side of the NAF website (i.e. "Broken jaw!", "Dead! Dead! Dead!", "Astro-granite helps break strong bones 12 ways", "No sir, this isn't my Death-Roller", to name a few).

I need help on two different tasks:
1) Does anyone have some similar code that I could leverage?
2) In which module should I include that piece of code to show the message box on the first page?

I've been trying to find information on the web but I realized I don't even know how to make a proper search since I don't even know how to call the box that would show the messages.
