If player A passes to player B, can player C intercept? (standing next to receiving player)

No.
C is not in between A and B.
C is further away from A than B is.

I am sure I've seen a BBRC member say you can intercept when level.

IMO you ought to be able to.

Narkotic, you're forgetting that the player also has to be between the passer and the catcher. Player C in the above diagram just isn't between them, so they don't get an interception chance in our league.

Oh, damn. I have browsed the RR answers and obviosuly mistaken "cannot intercept" as "can intercept".
