Also what happens if you roll for a mutation that that player already has?

Forgive my ignorance, but besides the random mutations after each round, are all players lvl1 without extra skills, or may skills be bought from the budget?

The resurrection rule link does not work for me.

Yes, they are baseline players, unless they are lucky enough to get a mutation.
