Whilst I've been using OBBLM for a while I've not really paid attention to a few things. Until now.

Can someone translate these?

The OBBLM wiki is now on Github and should have all the details.

So these define the league rankings in OBBLM. The + and - indicate whether it is in ascending or descending order and priority is from left to right. The brackets {} indicate how points are calculated.
So taking the first as an example:
-{3*[won] + 2*[draw] + 1*[lost]}, -td, +smp

Points are calculated as 3 for a win, 2 for a draw and 1 for a loss. Teams are ranked by point sin descending order (so highest first). After that, if tied on points, by Touchdowns scored in descending order and then by Sportsmanship Points in ascending order. Might sound a little odd to rank platers with less Sportsmanship Points higher, but they're frequently used for other purposes, so that may be the case here.

They're (mostly) explained in the wiki, but I've copied the details below:

mvp Number of MVPs
cp Number of Completions
td Touchdowns, sum of played TD
intcpt Number of Interceptions
bh Number of Badly Hurts inflicted
si Number of Serious Injuries inflicted
ki Number Deaths inflicted
cas Casualties, sum of player cas
tdcas TDs plus CAS, td + cas
tcasf Team CAS for, total team casualties by this team
tcasa Team CAS against, total team casualties against this team
tcdiff Team CAS difference, equals to the arithmetic value of tcasf - tcasa
gf Goals for, total score made by this team
ga Goals against, total score made against this team
sdiff Score difference, equal to the arithmetic value of gf - ga
played Number of matches played
won Number of Won matches
lost Number of lost matches
draw Number of drawn matches
win_pct Win percentage (Counting draws as half a win)
elo ELO rating
smp Sportsmanship points
pts Points
