The new team building guidelines that are available here are a bit outdated regarding the skills: some are gone for good, like spikes, some new ones are not mentioned.
And the reroll cost is not explained!
I was wondering if there is an updated version of those rules somewhere

Not that I've seen, personally.
It's pretty easy to extrapolate from those guildlines into the current day, for the most part. I think the new skills generally fall as 2 pt skills, with the exception of Wrestle, which is probably on par with Block (3 pts). Foul Appearance got split into two skills since then (I think?), so I don't think it's a 3 pt skill anymore.
Re-roll cost is simply a factor to show team cohesion. So, if a team is organized (ala Human/Elf), they get lower costs, and Chaotic (Chaos, Ogre, Vampire), they get hire costs.

I don't think wrestle should be more than 2 points. It puts you down, which is very situational, and is only helpful against blockers.

If you have Wrestle, but roll both down against a non-blocker, you Wrestle and there's no turnover.
Iif you have a player (especially with low armour) defending against a player without block. Instead of taking an armour roll that may hurt your player, you take both players down without the possibility of your player getting hurt.
