Why are Vampires stronger and more agile then humans, but Vampling have the same stats as Halflings? That's not cool.

They don't, they are faster, have a better Av, and they have access to general skills and strength skills.

It is a well balanced roster though for stunty play and had a huge amount of play testing for an experimental stunty roster.
