Because all the races they could do that against are now extinct. Mostly because of the Space Marines. The races you have left are the toughest things in the Galaxy and surely as tough as space marines or else they, too, would be extinct.

The new dark eldar are the hardest thing in the game and the codex fluff indicated that a group of 500 marines took over 5 dark eldar galaxys in a matter of days.

Space marines are harder than them all the only real threat are genestealers and chaos. Orbital strikes ftw.
If it wasn't for shear numbers space marines would have won years ago (there are a million orcs for every one member of the human race).
But than again my fluff may be out dated.
