Bribes as Cards, and nerfed. WDYT?

Bribes as Cards, and nerfed. WDYT?

The objectives:

1) Add more fluff.
2) Weaken inducements, and specifically Bribes (my rules are otherwise more lenient on foulers). This is a fixed league, so we feel that the underdog should get less help.
3) Reduce the number of categories for inducement selections, without interfering with fluff.

The salient part of the fix:
1) You can only induce coaching staff (at 100k ea) if you could hire them permanently (that is, you can induce an Apoth if you don't have one, but not if you do, and you can't take Babes, Bribes or Wizards as such).
2) You can induce cards at 100k ea. You can take Bribe the Ref cards from the deck below to help you foul. Cards will feel more like a toned-down 3rd edition than the LRB5 cards, which are a lot flatter in application.
3) If you get caught fouling, there's a chance that your guy isn't ejected. There's an equal chance (to his chance of not being ejected) that your opponent will get to draw a card from this deck. Note some of them can be played immediately on any roll that occasioned the draw.

The questions:

1) Sound fun?

2) Do any specific cards look broken? I don't care about "useless" cards, as it's supposed to be a crapshoot, but I don't want any "game-winners," or more than 3 or 4 "drive-changers" (KH: "TWEEET!" is intended to be the upper end of power x reliability).

3) Do any specific cards look unduly cumbersome? Anything that might be hard to implement?

Bribe The Ref
(Blue Backs, Diamonds and Hearts)

AD Injury Time
Play this card at the end of either half. The referee lets the game go a moment longer before he blows the whistle. You may take an additional turn at the end of the final Turn 8.

2D Second Opinion
Play this card at any time after either coach rolls on the Penalty table to re-roll the result immediately. If you like, you may apply -2 to the new roll. If you drew this card as a result of a Penalty table roll, you may play it immediately to have the penalized player ejected!

3D No Flag On The Play
Play this card any time your opponent rolls on the Penalty table for one of your players, after the roll has been made. The player is not ejected and your turn does not end. If the opponent would be entitled to draw a Bribe the Ref card, they may still do so.

4D Fair Warning
Play this card any time a player on your team draws a Penalty roll, after the roll is made. The result of the die roll is automatically "Warning," as if the roll had been a 1. Your team turn ends, but no additional penalty is applied.

5D One-Sided Scrutiny
Play this card at the start of any drive. The referee is watching the opponent more intently than he is watching you. Add +1 to all Penalty rolls against your opponent's players this drive, and subtract -1 from all Penalty rolls your opponent makes against you. Alternately, if you drew this card as a result of a Penalty table roll, you may play it immediately to have the penalized player ejected!

6D Drunken Referee
The Referee is drunk drunk drunk! Of course, you didn't have anything to do with it. Never. You may play this card at the start of the match. If you do, subtract -1 from all Penalty rolls made by either coach, unless a 6 is rolled. Alternately, you may keep this card and play it at any time to re-roll (or cause to be re-rolled) any roll on the Penalty table, including any roll that resulted in this card being drawn!

7D "I Didn't See Nuthin'!"
Play this card any time a Penalty roll would be made against a player on your team, before making the roll. The referee doesn't notice the violation, no penalty roll is made, and your turn does not automatically end.

8D Busted!
Play this card at any time when your opponent performs a Foul action and penetrates armor. The player is automatically caught and ejected (as if a 4-5 were rolled on the penalty table), even if no doubles were rolled. Do not roll on the penalty table. This ends the fouling team's turn. Alternately, if you drew this card as a result of a Penalty table roll, you may play it immediately to have the penalized player ejected!

9D Biased Referee
The Referee has a meaningful bias favoring your team. You may play this card at the start of the match. If you do, subtract one from all rolls your opponent makes on the Penalty table, treating 0 as 1, for either half. Alternately, you may play this card at any time to subtract up to -2 from any one Penalty roll your opponent makes during the match.

10D Is It a Touchdown?
Play this card any time the opposing team scores a touchdown. The referee waits a split second before calling the touchdown. You may immediately take an out-of-turn Blitz action with a single player. At the end of this action, if there is no opponent standing in the end-zone with the ball, there is no touchdown!

JD Whodunnit?
Play this card any time a player on your team draws a roll on the Penalty table, before the Penalty roll is made. The Referee gets confused and penalizes the wrong player. Flip the coin, and randomly select any player on the pitch from the team that loses the coin-toss (even the victim of the foul!). The player selected is ejected from the match. Do not roll on the Penalty table.

QD Upon Further Review...
Play this card any time after either coach rolls on the Penalty table to re-roll the result immediately. If you like, you may apply -1 or -2 to the new roll. You may play this card to re-roll the Penalty result that prompted you to draw Upon Further Review (and possibly draw a new card!).

KD TWEEEEEEET!!!
Play this card at the start of a drive when you are the kicking team, after you have kicked off the ball, but before the opposing offense has started its first turn. The referee notices something illegal in the team's formation and blows the whistle, killing the offense's momentum. The opposing team loses its turn!

AH Fortunate Son
One of your players happens to be related to the Referee, and the Ref treats him with kid gloves. You may play this card at the start of the match. If you do, nominate one of your players: subtract -2 from all Penalty rolls made against that player this match.
Alternately, you may keep this card and play it at any time to subtract -2 from any one Penalty roll your opponent makes this match, after the roll is made.

2H The Bump
Play this card at any time when an opposing player attempts to move a square as part of a Move action (not a special action). The referee is caught in the wrong place at the wrong time and the player collides with him! The player falls down: make an Armor roll for the player, and the moving team's turn ends immediately. This card cannot be played on a player with ST5 or Secret Weapon: no referee is dumb enough to get in his way.

3H Guilty Conscience
The Ref is consciously aware of his friendship with an assistant coach on the opponent's team, and is taking extra effort not to bias his calls in favor of his friend. You may play this card at the start of the match or any time thereafter. Your opponent may not draw or play Bribe the Ref cards this match, and any such cards your opponent has played are negated.
Alternately, you may keep this card to play any time after an opponent rolls on the Penalty table: if so, subtract -2 from the result.

4H Unsportsmanlike Conduct!
Play this card any time an opposing player scores a touchdown. The referee decides the scoring player's celebration is excessive, and ejects the player from the match! The touchdown does count, however.

5H "Next Time I Won't Be So Nice!"
Play this card any time a player on your team draws a Penalty roll, after the roll is made. Subtract up to -3 from the roll.

6H "Yer' Out!"
Play this card at any time, right before rolling on the Penalty table. Instead of rolling, the result is automatically a 6! The opposing player is ejected, and you may draw another Bribe the Ref card to replace this one. Alternately, if you drew this card as a result of a Penalty table roll, you may play it immediately to have the penalized player ejected!

7H Hard-Headed Ref
The referee this week is particularly hard-nosed and has some unfavorable preconceptions about your opponent. You may play this card any time you would roll on the Penalty table, before rolling: until the end of the match, you may re-roll all Penalty rolls you make for your opponent's players (if you do, you must accept the new result). Alternately, you may play this card immediately if you drew it as a result of a Penalty roll to re-roll the Penalty result (possibly drawing another card).

8H Hey, It's Football.
The Ref is nonchalant about unnecessary aggression on the field. You may play this card at the start of the match. If you do, either coach may require their opponent to re-roll any Penalty rolls they make (cards that would affect or replace a Penalty roll supersede this card, and cannot be used in conjunction).
Alternately, you may keep this card and play it any time after your opponent rolls on the Penalty table to subtract -2 from the result.

9H "Don't You Look Familiar?"
Play this card at the start of any drive, before setting up your team. Nominate a player who has been ejected from the match. That player has bribed the referee to let him back onto the pitch. Place the player in the Reserves bin: you may field him as normal.

10H "Hey, You!"
Play this card any time a player on your team commits a foul that occasions a Penalty roll, but only if an opponent is standing in the fouling player's tackle zone. The referee doesn't see the foul, but does see the fouler scrapping with his opponent. Nominate an opposing player standing in the fouling player's tackle zone (if there's only one, then that's him). That player is also subject to a penalty roll!

JH "One... two... three... I think you're right."
Play this card at the start of a drive, before setting up your team. The referee pretends not to notice that you have set up twelve players! You may field an additional player this drive, if you have one.

QH Unnecessary Roughness
Play this card any time an opposing player knocks out or inflicts a casualty on one of your players as the result of a block. The referee decides that such a fearsome blow must have been foul, and blows his whistle! Make a penalty roll against the player responsible for the injury roll immediately.

KH Second Cousin
The team owner is related to the referee and has had nothing but good things to say about your team's integrity and the quality upbringing many of your players have. You may play this card at the start of the match. If you do, every time your opponent draws a Bribe the Ref card, you may draw one too.
Alternately, you may play this card at any time to cancel a Bribe the Ref card played by an opponent, or to draw a new Bribe the Ref card.
