It doesn't really matter what you do with the table.
The very main issue here is getting SSP. Which is so very very difficult when you have a rookie team.
You won't score any touchdowns. The defense will pick you apart. WE og Skaven might make it.
You certainly won't do any damage, cuz you're team is so underdeveloped, it won't really win the blocks to any significant degree.
So the main thing, is compensating the rookie teams with MVP's or something like it.
And maybe the handicap table should include more money options.
But also, it's is a very boring system for the experienced teams. NOTHING will ever happen in your favour. No random events, no dirty tricks. Nothing. I think the experianced teams should get something.

Well, the experienced teams already have many more games under their belts. I really don't see the sense in giving them anything on the handicap table, unless you want to give everyone a roll on the table as a basic, standard thing.
Undead, Chaos Dwarves, and Dark Elves have all done well going in as new teams against much more expeienced teams. A brand new Chaos Dwarf team very nearly upset a Human team with a TR of 190. Undead have relilancy and the Dark Elves have just been very well coached.

Function of the handicap table
It is clear from the posts here that people have different ideas about the function of the handficap table. Maybe that's why they didn't fiddle with it.
(a) The handicap table should make for more even games so that it is a challenge for both the higher rating and the lower rating team. Ideally the higher rating team should still have a small advantage. If this is done correctly it would be unreasonable to add extra cash or MVPs.
(b) The handicap table could make it easier for lower TR teams to catch up in TR to the others in the league. In this case the extra cash and MVPs should make up for the extra beating the lower TR team is going to get.
It is difficult to make these two aims compatible. My personal opinion is that it is better to make for more even games. The lower TR teams get extra cash from the way the crowd income favours the lower TR teams. Whether this is enough should be a separate issue from handicaps.

We actually use both the Handicap table, and give MVP's to the lower team, AND allow both teams at least 1 roll. The lower TR team gets additional rolls.
I am not overly happy with some of the 'handicaps' but if these are fixed (both ways, toned down, powered up, gotta love that '+1 FF result ) it's okay.

Ok, sure. A rookie team might get lucky.
But honestly. I've just played twice against a rookie chaos team, against a coach that really knows how to use them. I used my HE team.
First match, I won 6-0 And we evened out on injuries, cus I have people with block.
I got something like 26 SSP that match, and he got maybe 6, this is not including MVP's.
Second match, I won 8-0. I got 32 SSP, he got 10 I think. So yeah, sure, he'll catch up, but by that time.
Then you say, Yeah dude, but you play HE, Of course you'll win. But imagine he has to use his fresh team against an experianced orc team, Undead or Dwarves. He might not have anything left of his team, and theopponent will still win.
I'm not saying he doesn't have a chance, but the odds are definitively against him winning. And the opposing team will still gain alot more SPP then him. most likely. So catching up isn't possible. You will always be an underdog.
If I had my way, they put the cards back in, Dangerous Dave tells us Fanatic won't do that.
So How about D100 table maybe, and put in magic helmet, Merchandising and a few other fun things.
