In fact I do not intend to develop a web-based game but more a PC game just like CM. Maybe someday I'll add multiplayer / network features but for a first release, you'll be only playing against the computer.

Having a turn-based play seems a bad idea to me for 2 reasons :
- the IA required to play a BB game is very complicated and I don't think I could develop it by myself
- this means that user would have to react a lot of times during the course of the match (to react to events) and I'd rather have him react a little bit of course, much less than what you propose
My vision of tactic is much simpler with a much smaller IA : user chooses an offense and a defense tactic (ie Da Kage, 4-4-3 wide defense...) and the game is simulated on a time-based system (maybe not to close to the BB system). There will be some other parameters to twicker (such as asking a player to try to kill instead of getting the ball...)
Btw, this might avoid me having some problems with Games Workshop...
About the 2D : the first release will only display a slide bar showing for example : Champions of death have the ball and are 10 yards from opponent's endzone. Comments will tell a little bit about opponent's tactics : "Griff Oberwald starts a run by the left into the Champions endzone..."
I expect coaches to react after a TD or after the end of a half.

I know very well Towbowl Tactics and I know also that the IA is its biggest problem. The task of developping it seems to be a very hard and painful one, that's why I do not intend to step into it.

You might be speaking about Tow Bowl. This is very different from what I intend to do. In BB CM you should not have to really play the game : you set the tactics and watch the game (and react if you want).
