Whats the difference between Piling on and a both down block where part of one player just so happens to land on the other?

As I mentioned on the OBL board:
A Gobbo is as good as an Ogre at PO? WTF?!?!?!? How is it that a 90lb gobbo hurts as much as a 450lb Ogre when they fall on you?
Before the roll is a much better solution IMO, it's called PILING ON, no reson for a skinny ass elf to be as good at piling on as a big ass Minotaur.
