I'm not sure if there is any official ruling, but Pass Block makes sense as a helpful defense against thrown players. Throwing a player requires a Pass action and counts as your Pass for that team turn. I see no reason Pass Block shouldn't work.
One turn scorers are usually fast and not tough. Beat them up and they don't run very fast anymore. Screen them. Make them roll those dodges and GFIs.
As an Orc team coach, I have the players and ability to throw a gob for a one turn score, but I rarely even attempt it and its failed me at every turn. Throwing a team mate isn't reliable to any degree. By the time my launch window is open, I often opt for the much more reliable pur eorc tactic of just running it in and throttling anyone that threatens this effort.

Actually it says you can move to put yourself in a position to intercept the ball and/or put the catcher or thrower in your tackle zone. This is done after the declaration but before any rolls for interception (no such thing when TTM) and the thrower cannot back out after you make your pass block move.

One turn scorers are no more boring and unfair than a strength team that builds a cage and crawls their way up the pitch with their ball carrier surrounded by Stand Firm, Guard players to score in turn 8. I much prefer speed games, lots of touchdowns, lots of kick-off results, lots of randomness. Makes for a fun game, rather than the tired predictability of Dwarfs (for example, although they are not solely to blame).
