Passing without the ball

Lack of any text in there saying you can't measure when not in a Pass Action works for me. Though I've also gotten away from using the range rulers, mainly because they don't fit in my carry case without being folded.

Surely you don't have a throwing player if a Pass Action's not been declared?

if your lazy and tossed your range ruler how do you account for INT attempts?
Just any square that touches the path?

(ps roll your ruler and rubber band it like a wad of money, then it will fit in your model case)

I never interpreted the rulebooks description of when to measure the pass distance as forbidding you from measuring it any other time during your turn. Sure, I can see that just because something isn't explicitly forbidden in the rules doesn't mean that it's allowed but both I and everyone I've played against has assumed that it's ok to use the ruler to measure between any two squares on the board whenever you like during your turn.

That is the way we play it is your 4 minutes and if you are trying to set up for a pass that turn you want to make sure all your guys are in place

Ah. We like a little mystery. Played a guy who blew an eyeball today. He measured, saw it was a bomb, went for it twice (bad idea) and burned a TRR, realized he didn't help, threw anyway with Pass, and fumbled: had he not gone for it, he would have blown the pass the same way but saved the TRR.

We know it's not the proper rules, but we allow measuring at any time - just can't be bothered to be that anal about it, especially as people can memorise charts if they want to.
Same with moves - as long as a players' action didn't involve rolling dice, we allow take backs.

We do this. It's always ok to back up in our league, so long as you follow three rules:
1) You and your opponent can agree on where you're backing up to, either where the action started, or where it was at the point of departure.
2) You're not backing up past the last die-roll. Your opponent may opt to allow you to back up past a successful die-roll, but then the roll doesn't count.
3) You're not backing up past the previous action.

I don't think we're all that much pickier or more literally-minded than most: we don't even follow the four-minute rule unless we're in a hurry. But we are sticklers about the passing template down here for some reason.

we back up on mandatory things forgotten
example:
bouncing ball
D/I result
Frenzy
Fumble v/s inaccurate v/s accurate after someone actually figures the correct math
INT (for some reason it is done first before a possible fumble??)
fixed traits like really stupid or bone head you get the idea
oops bounced in the wrong direction as we cannot read the template
weather effects forgotten
not moved another player and no dice are thrown
I'm sure there are a few more

Our league has always interpreted this as meaning: "as soon as you declare a Pass action, you can use the range ruler to measure distances from the passer to any possible receiving player or square." We have never been able to find a rule saying you can use a Pass Ruler at any time during a match.

you are 100% correct
In Leagues small house rules often come into play. It is like the IP some people play it some don't
some leagues don't play with timers
