A line in LRB is unclear: is there a forum or threat ?

Don't understand a particular rule or just need to clarify something? This is the forum for you. With 2 of the BBRC members and the main LRB5/6 writer present at TFF, you're bound to get as good an answer as possible.

this is not regarding rule CONTENT or something like House Rules;
this is just issues of language or wording;

From the last Fanatic Newletter (by JJ). Might help.

"When GW Studio was first connected to the web back in the mid-late 90s, when
I was young(er) and more naive, I did actually join a number of public
forums, most notably the 40K Mailing List. While my time with the guys and
gals of these internet communities was great fun, I soon found that a
considerable portion of my day was taken up with reading and answering posts
on the lists I subscribed to. The problem was that, as the
designer/developer of the game system that the forum was set up to cater
for, I found that I had opinions on just about each and every mail that was
sent, and even if I didn't answer the mails, just reading them and thinking
about them (and getting annoyed by them too ; )) meant that I had less time
to write the material that caused the discussion in the first place. In
addition to this it has to be said that the 'noise to signal ratio' of most
forums is very high. I ended up feeling that discussing the hobby in a forum
was a bit like talking about the subject in Bugmen's Bar after work; it was
fun, but most of the stuff being talked about was pretty shallow, often very
opinionated, and rarely backed up by experience or hard facts.

Anyway, in the end I decided that I was going to have to unsubscribe from
the forums, as they where starting to get in the way of me doing my job
properly. I did this with heavy heart as I had made friends that I have kept
to this day on the discussion groups of which I was a member, and I knew
that by unsubscribing I would loose the chance to meet other people whose
opinions and views I might grow to value. But it had to be done, and for
several years I lived quite happily having very little contact with the
on-line community. I still felt, though, that there must be some way to tap
into this valuable development resource.

So it was that when I joined the Fanatic team I decided that we needed to
develop a new method of gathering feedback from the huge internet community
that played our games. However, rather than doing this by cruising the
forums, I decided to make it as easy as possible for people to email us with
their opinions and views. To this end I arranged for a Fanatic email address
to be set up which all of the members of the Fanatic team have access too.
Everybody that takes the time to write in to us gets a personal reply, and
their comments are read and considered carefully, and acted upon too if they
make a good point. So far the service has worked out very well indeed,
providing us with extremely valuable feedback but without overwhelming us
with a huge amount of traffic.

This doesn't mean that we have turned our back on public forums - indeed, we
are currently setting up dedicated forums for each of the games in the
specialist games range - but rather that we see them as places where
hobbyists meet to have a chat and discuss the hobby, and not a place where
the games development teams join in with the discussion. So, if there is
something you feel strongly about to do with the specialist games range, or
you want to know when something will come out, or you have a rules question,
then simply drop us a line at fanatic@games-workshop.co.uk and we will get
back to you. If on the other hand you want to talk to your fellow hobbyists
about the same things, then use a forum. Just bear in mind that we won't
know how you feel about things unless you write to us directly!
