Using Skills in your opponents turn

Situation:
Opponent blocks one of my guys, and falls over. Now I know that if the blocker is injured then the person he was blocking gets the casualty points if a casualty ensues. What I need to know is can the person being blocked use skills to affect the blockers armour/injury roll? For instance say they have MB.
If so, where does it say this in the rulebook?
