Special Play Cards - Secret Weapons

Quick question regarding the cards Chainsaw (5 Hearts, Good Karma deck) and Gromskull's Exploding Runes (7 Spades, Dirty Tricks Deck):
As of LRB5+, regular and star bombardiers and loonies no longer have the No Hands skill. But a player turned into a bombardier or looney by one of these cards will have No Hands. Was this an oversight, or a deliberate choice in order to represent the player's lack of familiarity with their temporary weapon?
