Tentacles and the Dogged Defense Card

If your player with tentacles is prone and you play the Dogged Defense card can you use tentacles against adjacent opponents?

I would think so, yes. Tentacles is passive and doesn't require an Action.

The real question is whether Shadowing works (and by the rules I think the answer is the same!) ;)

By the same logic, Diving Tackle would work. It doesnt say you have to be standing to use.

I can see it now, the DT player is lying there, waving his arms around and catches hold of the leg of his opponent, then gets pulled along as he drags him down :)

Unless stated otherwise skills can only be used when standing (exception extraordinary). See #6 on skill use.
