Troll 'stupidity' query

If a troll fails a stupidity roll in a turn, the next turn do they actually have to move or take an action, or can they just roll for stupidity again to try and 'recover' (as it were) their tackle zone?
It came up in a game last night as the troll was stood in the tackle zone of a mummy and so didn't want to move or risk a block, just tie him up.

Hope that question was worded in a way that makes sense.

You can take a Move Action without actually moving the Troll.

Yes, you can just roll his really stupid roll, assuming he succeeds he recovers his TZ. He doesn't actually have to move anywhere or block.

A move of 0 squares is a legal action by any player.
