The jump up skill description states that standing up is a free action and that the player may make a block action. Does that mean that it is not considered a blitz because the previous jump up was free and I would still be able to blitz with another player?

No u cant blitz with someone else. However he can stand up for free and block, anyone else will be considered blitzing if they stand up and hit someone.

Your answer is a little confusing Sean (or alternatively a little wrong).

If you stand up a player with Jump Up and then throw a block against an adjacent player, this is a Block action not your team's Blitz action. (If you Jump Up and then move, or block and move afterwards, it is the team's Blitz action obviously.)

Any player with jump up can make a block if they are standing up next to another player.
So since this doesn´t count as a blitz you can blitz with another player.
