I would take Tackle. The player is a classic blocker build already.

Dodge will make his Guard work more of the time, as he'll be knocked over less often. Then when you get Break Tackle later... watch out

dodge is a solid choice, but I just love frenzy+block mummies
they can get CAS so easily...

I'd lean towards Frenzy too.
Dodge is a far safer choice, but since the mummy's weakness is speed, this will allow him to get where you want him a little more easily, give you more CAS, and make cages a bit trickier...
Back in the old days, when Khemri Mummies had G access, I used to love having multiple ST5 block/frenzy players.

Mummies are so slow, any extra bit of mobility helps, so I'm with the frenzy crowd.

I'm skeptic about Frenzy: fun as hell (and deadly too) but if you want better mobility you need Break Tackle. Frenzy give you an awkward positioning (not good in a blocker) and unwanted go-for-it. Any blodge-sidestep elf can led you away from the action (with ag1 you are stuck with him).
Fun and deadly, but unreliable for the team.
For me Dodge (to follow with B-Tackle), or Tackle.

Oh, and one other thing to consider. With ST5 you will get 2D against ST4/ST3+assist.
Since your Mummy has guard, you can move him a little better in a scrum to better utilize his guard skills with frenzy.
This is something I've used Minotaurs for before, but of course Mummies are a little safer to leave in contact in a scrum with AV9.
