I cannot open the jpeg link sent recently, is it a windows 10 thing?

I've had no problems opening it on Windows 7, Windows 8 and Android so I doubt it's an issue with the file. Can't imagine why Windows 10 would have a problem with it tho'.

Windows 10 and opened zip file with winrar. No issues.
