A quick question for clarification. Is Waterbowl 17 being played under the CRP or is it being played under the NAF's suggested rules for tourneys after the 1st of Feb?

Unfortunately real-life has struck again and I'm going to have to drop out of the weekend.
I've got a job interview next week that needs plenty of prep so I have to prioritise this instead

The NAF rules are compulsory, Jim. So, it's pretty much the CRP, but with the amendments mentioned re: stars, human catcher cost etc.
For the cards, if anyone is planning to use them, the WB will be accepting the CRP cards only and not the new ones as that is down to the TO's discretion.
