GW have always encouraged players to change any rules they did not like, if the salary cap is set at 250 and you want to up it then no problem, it's your league.
This one's not even going to have an effect on most tournaments I would think, as far as I can tell most tourneys run with vanilla teams so noone will be near the salary cap.

A more elegant solution is to drop ageing and make the winnings table harsher at high TR. That does the same thing as a salary cap, curbs growth at high TR, and doesn't set an artificial limit.
I don't like ageing as it stands, but I think this, coupled with increased on-pitch injuries is the best way to curb super teams.
