Not sure of the "whos" exactly...but the meeting is made up of key members of the BBRC, Jervis Johnson, and Andy Hall. Not sure how they meet...but it isn't in a forum like this (I don't think).

Who are they are:

Jervis Johnson, Andy Hall, Stephan "Babs" Babbage, Chet Zeshonski, Dean Maki, John Kipling Lewis, and Milo Sharp

All but JJ have shown up on TBB at some point. But other than Milo on the TBB Legacy team, and JKL on the Rules Queries forum, they have been absent of late. Cannot say I blame them for their absense or staying in lurker mode based on the tone of the forum on most days.

They met via a yahoogroup I believe. They hash out the things that need to be discussed, vote on the status on the experimental rules, and the rules are set up for one more year of BB play by a new version of the LRB being released soon after the meeting is over.

Yahoophone.. now i understand why the rules review are so small, it seems rather unprofessional, but then again I don't know if they are getting payed.
Generaly i like they do a piece of work, it's very rare that game is updated and followed as much as Blood bowl i now.
BUT I think they should make a update to the Living Rule Book atleast each 6 month, then they also can change it again, if they make a screw up. Any errors we are going to live with a whole year.

Only thing i wanna say was really that they should do the meeting twice a year....Keep up the good work

Well, they live on different continents, and no, they don't get paid (except for Jervis and Andy of course).

We asked them specifically not to change it more than once a year, and no big revisions two years in a row either. That way, the rules don't change all the time and leagues can run more smoothly.

As for errors, they can correct them during the year. For example, the first version of the LRB went up to 1.3. That's a couple of patches right there.

I have no problems that the rules are revised more often, i don't need to have a year to learn the new stuff, and i can't see why rules can't change in a league? if some team in a league are !censored! up by a rule change, i think that the team has been working becouse of a flaw in the rules.

Did your league try and go through fourth editon?
I know around here it was hell. Changing from 3rd with all of our house rules to 4th and then 4th gold and then back to 3rd w/house rules again.

We lost quite a few coaches , and I believe if they make major changes to the game to frequently then there will be quite a few coaches who are happy now who will have nothing to do with the game.

Yeah, I agree with the "no frequent changes" policy...we lost a few coaches due to the unstable rules a few seasons ago.

It's a pity, really, but understandable. If I was a member, I would've reverted to lurking mode quite quickly after the board started growing rapidly. Due to obvious reasons.
